Subject: [PATCH] fix external links
Fixes the 'linkcheck' test. the scipy.org SSL certificate is
issued for '*.scipy.org', so sphinx reports a bad certificate
for 'scipy.org'. The 'wiggle' homepage has been down for a while,
so we point to the GitHub page instead.
