RuntimeWarning: MUMPS is not available (outside of conda)

I installed kwant 1.4.2 with a locally compiled MUMPS, SCOTCH etc., not using conda:
- MUMPS/5.2.1 (sequential version, no OpenMP, no MPI)
- SCOTCH/6.0.7
- scikit-umfpack/0.3.2
- SuiteSparse/4.5.6
- METIS/5.1.0
- Python/3.7.4
I have following lines in my build.conf:
[mumps]
libraries = zmumps mumps_common pord metis esmumps scotch scotcherr mpiseq ifcore
library_dirs = $MUMPS/lib $SCOTCH/lib $METIS/lib $MKLROOT/../compiler/lib/intel64_lin
Build summary shows "User-configured MUMPS" and reports no errors. So far, so good.
However, starting python and running kwant.test() results in
RuntimeWarning: MUMPS is not available, SciPy built-in solver will be used as a fallback. Performance can be very poor in this case.
A couple of years ago, I installed kwant 1.2.2 in exactly the same way and we had no issue with MUMPS.
Do you have any idea what has changed / what I have to change?
