Add a 0D averaging learner

This learner should aim to estimate an average of a random variable with a certain relative an absolute tolerance. It has no adaptiveness, in that there is no strategy of choosing points involved, but the expected loss reduction and a stopping criterion are useful.

Probably a prerequisite of #6.
