Enable dask-gateway server

Dask-gateway should be launched automatically in the supervisor (this is already merged, but never built, see the next paragraph). Here we provide a Docker container with an address to download Singularity container and download it automatically on the server startup.

Additionally, jupyterlab-latex breaks the build and therefore is disabled.
