disable hamiltonian_submatrix for InfiniteVectorizedSystem

hamiltonian_submatrix is not meaningful for
infinite systems, and (unlike un-vectorized systems)
is not even used for constructing cell_hamiltonian and
inter_cell_hopping in the vectorized case.
